CVS Merging in general is discussed in the manual here:
https://www.cvshome.org/docs/manual/cvs-1.11.19/cvs_5.html#SEC60

Two merge between any two versions:
https://www.cvshome.org/docs/manual/cvs-1.11.19/cvs_5.html#SEC60

Branches and versions are discussed here:
https://www.cvshome.org/docs/manual/cvs-1.11.19/cvs_5.html#SEC58

As for your specific problem, I am not sure as I have never done what you are asking about.
