can I use com.ice.cvsc to implement ",v" files?  XML

hi, sorry for my poor english...

I need to write application that can create file ,v like cvs.exe but in java.
when input is source code and output that I must create is ,v file that compatible with cvs.exe or wincvs.exe.

so i want to ask that can I use com.ice.cvsc to implement ",v" files that compatible with cvs.exe?
if I can.. could you please give me sample program that can create ,v file..
but if I can't do that with com.ice.cvsc , do you know where to read about syntax of ,v file that cvs.exe is create..

The ",v" files are RCS files. RCS stands for "Revision Control System". RCS is a long standing application for tracking revisions to a single text file, and was a UNIX command long before CVS.

CVS uses RCS to track changes to each of its files, as well as to implement certain features such as version tags.
