my jCVS client can't seem to find the $CVSROOT/CVSROOT/passw  XML

I've been able to successfully
use a jCVS client to find a CVS
Server.

However, when the CVS Server tells me that the CVS Request Fails
because the user can not be
authenticated.

-- It seems that it maybe can't
find the $CVSROOT/CVSROOT/passwd
file, or
-- It maybe the encrypt on the
passwd file is wrong
-- Or the it's pointing to
a wrong $CVSROOT (one I
don't want)

Any suggestions on how to debug
this is GREATLY appreciated
