jCVS on OpenVMS?  XML

I'm trying to get jCVS working on OpenVMS (yes, it still is used), and I'm running into some problems. I'm currently testing against a Unix host, and I've got Java 1.4.2 installed, and I'm using jCVS 5.4.2.

Here are my current issues:
1) It's really really slow to start up.
2) I've got it working using a Unix host, but it reports (on a checkout) the following error: "Could not open repository '/A/B/C.../file', admin directory '/A/B/C/...file/CVS' does not exist." (Yes, I am running on an ODS-5 enabled disk). The file is checked out, though.
3) I don't see how to do a CVS update.
