O.K. There is actually some sample code posted in other thread so I'm hoping this is why the password needs to be scrambled in some case.

if (isPserver){ //scramble the password only when pserver is used.
project.setPassword ( CVSScramble.scramblePassword(password, 'A' ) );
} else { // do not scramble the password when SSH is used.
project.setPassword (password);

I should put a disclaimer here since I've not tested the pserver part since I don't use it.
I also encountered the same error message with jCVS 5.4.2 and the check out example code. I put in the configuration code as suggested by another thread,

import com.sshtools.j2ssh.configuration.ConfigurationLoader;

Still got the authentication error.

After glaring the code for quite a long time, I decided to switch the scrambled password in the example to the plain password,

//String scrambled =CVSScramble.scramblePassword( passWord, 'A' );
//project.setPassword( scrambled );

project.setPassword(passWord );

and things started to work. I'm guessing there are some difference in the intallation so sometimes too much scrambling may not work

Hope this will solve the problem for some of us.
